Location:  Joint Base Andrews, MD / Ft Washington, MD

Security Clearance: Active, in-scope US Government issued: Secret clearance with the ability to obtain TS eligibility.

Job Responsibilities:

C3EL is looking for a Configuration Management Specialist, who will be a key member of a dynamic, multi-disciplined team responsible for configuration and release management of a Department of Defense mission application that supports counter-terrorism directives. This role will be responsible for managing software configurations as well as miscellaneous utilities and scripts. Position requires a System Administration background to assist with the planning of CM server layout and configuration, as well as COTS software installation. Candidate will manage baseline configuration for all project-related work and be responsible for managing each software release. Where applicable the job will also require participation in the software development life cycle to include testing and creation / maintenance of release documents.
 

Daily Responsibilities to Include:

  • Responsible for configuration management planning. Describes provisions for configuration identification, change control, configuration status accounting and configuration audits. Identifies and maintains the original configuration of requirements documentation, design documentation, software and related documentation.

  • Responsible for configuration change control. Regulates the change process so that only approved and validated changes are incorporated into product documents and related software. Responsible for configuration status accounting.

  • Tracks all problems and changes in product documents and software and reports changes and current configuration. Responsible for configuration audits.

  • Supports audits to verify that requirements of all baselines have been met by the as-built software. Supports software quality assurance process audits.

  • Create processes for Configuration Management (CM).

  • Develop and implement programs to ensure that all information systems products and services meet minimum standards and end-user requirements.

  • Administer the change control process for zero defects software development.

  • Evaluates and selects configuration management tools and standards.

  • Prepares configuration management plans and procedures.

  • Administers problem management process including monitoring and reporting on problem resolution. Ensures adequate product testing prior to implementation.

  • Coordinates with users and systems development personnel on releases of software.

  • Verifies the completeness and accuracy of release libraries before implementation and ensures that correct versions of programs are included in specified releases.

  • Makes recommendations to the project manager regarding the acquisition and/or implementation of software to increase information systems efficiency, configuration management activities.

  • Manage, maintain and develop the CM environment for hardware and software product build, staging, testing and integration

  • Work independently and defines and implement hardware and software configuration management processes and procedures, such as creating product build scripts and procedures, and integrate those scripts with the hardware and software build process

  • Ensure hardware and software version control processes, policies and procedures are followed on hardware and software development projects.

  • Apply concepts and define and implement hardware and software configuration management processes and procedures, such as creating product build scripts and procedures, and integrate those scripts with the hardware and software build process

  • Develop hardware and software version control processes, policies and procedures and ensure that they are followed on hardware and software development projects

  • Prepare software for import and import and customize

  • Perform CM audits on the integrity of the software CM processes

  • Work with the projects to develop a work flow for the projects change request

  • In coordination with project team, configure and implement workflow and project settings in CM System

  • Create and maintain the Configuration Management Plan Addendum to the Configuration Management Plan.

  • Set up and maintain an online check out / check in library of software related books to share.

Minimum Qualifications:

  • Five years direct experience in the last seven years with enterprise IT systems configurations

  • Experience with implementing branching, versioning, and release strategies

  • Demonstrated ability to work as part of an integrated team, as well as independently.

  • CM control of Installation/Deployment packages.

  • Process build reports and resolve noted discrepancies.

  • Planned repository organization and branch scheme

  • Created branches and tags according to branching scheme for testing/deployment environment

  • Experience with Document Management (e.g., Subversion)

  • Active, in-scope US Government issued: Secret clearance with the ability to obtain TS eligibility.

  • Due to the nature of the work and US Government required, US Citizenship is required.

 

Required Certifications:  

  • ITIL v3 or 4 Foundation

Desired Qualifications:

  • CM Principles and Implementation Course

  • CM for IT Systems Development Courses

  • Experience with Configuration Management (CM), Quality Assurance (QA), Risk Management, and Project Control

  • CM Industry Standard ANSI/EIA-649A Principles and Applications Course

  • Experience with Agile development methodologies

  • Experience with Project Management Framework

  • CM software configuration management to include BMC Remedy

  • CM control of Continuous Integration of development environments (Bamboo, Jenkins)

  • Created a subversion repository for software related documentation Assist developers in learning the CM tool

 

 

Education:

  • Bachelor's Degree in a related discipline (e.g. Computer Science, Computer Information Systems, Math, Engineering). **With at least fifteen years of general experience of which ten years is directly related experience, a degree is not required.
